Tier II Reporting

Sections 311 and 312 of SARA Title III address emergency and hazardous chemical inventory reporting. The implementing regulations are codified in 40 CFR Part 370. The regulations are intended to provide the public, local governments, fire departments and other emergency officials with information concerning the potential chemical risks in their communities. Over 6,000 facilities in Michigan submit hazardous chemical inventories to the Michigan SARA Title III Program, Local Emergency Planning Committees (LEPCs), and local fire departments. 

Eaton County Emergency Management and the LEPC subscribes to the Department of Environment, Great Lakes, and Energy's (EGLE) Online Tier II Manager. Annual Tier II reports, facility information, emergency contact information, etc. can be accessed from this website by Eaton County Emergency Management and the LEPC. There is no need to mail physical copies of facility Tier II reports addressed to Eaton County Emergency Management or the LEPC any longer. 

It is still encouraged for facilities to send a physical Tier II report directly to your local fire department for the purposes of situational awareness, training, the scheduling potential facility tours and pre-planning efforts.
